Marcel wrote this during the mid-twentieth century, when Europe was rebuilding after catastrophic war and people were scrambling for certainty in politics, technology, and ideology. He was pushing back against a culture that treated every problem as something to be solved by technique or willpower. His point was specific: equanimity does not come from managing your circumstances better, but from stopping long enough to notice that you are more than your circumstances. That gap between you and your problems is where steadiness lives.
